Despite the extension of public services due to the empowerment of local governments, many outlying communities remain unreached by basic services such as communications, health, nutrition and sanitation, among many others. JCBF works with basic sector organizations such as youth and students, senior citizens, women, urban poor communities, farmers & fi sherfolk, persons with disabilities, victims of disasters, Overseas Filipino Workers (OFWs), and others, to help facilitate access to these services, and prepare them to mobilize local internal resources for their own upliftment and sustainability.
