Community governance is not limited to the formal leadership of barangay officials. It also includes the potential participation of informal leaders, opinion shapers, and other stakeholders in the community.
JCBF promotes local leadership by providing avenues and opportunities for these grassroots leaders to express their leadership in a positive way, whether through advocacy, participation in policy development or engagement with local government, or actual, hands-on community work with their respective sectors.
